Darrel Lipscomb is the Vice President, General Lending, Water & Waste Disposal at X-Caliber Rural Capital. He brings more than 40 years of lending expertise in USDA rural financing programs, with 30 years focused on water infrastructure development.
Mr. Lipscomb spent 25 years in the USDA National Office as a Loan Specialist and Branch Chief, where he oversaw nationwide program delivery for the Water and Waste Programs, led staff training, and guided policy creation. He also played a pivotal role in developing regulations and processing procedures for the USDA OneRD Guaranteed Loan Programs for Business & Industry, Rural Energy for America, Community Facilities, and Water and Waste.
Earlier in his career, Mr. Lipscomb spent five years in a USDA field office, refining his skills in originating, underwriting, construction monitoring, closing, and servicing Water and Waste loans and grants.
Mr. Lipscomb earned a Bachelor of Science in Agriculture from West Virginia University.
